Estimator

Caliagua has an opportunity for a highly talented Estimator. Located in our Anaheim, CA office, this challenging position provides an excellent career opportunity and contributes to the continuing vitality of Southern California’s water infrastructure.

A regional General Contractor, Caliagua serve the water districts, other agencies, municipalities, and private industry with building projects that deliver potable and irrigable water to Southern California’s large and diverse population. For 47 years, Caliagua is recognized for building consistently high quality water infrastructure projects. We are now seeking a qualified individual to join our firm as an Estimator.

Our portfolio of past projects includes water, wastewater, and stormwater treatment plants, pumping stations, sewage lifting stations, aqueducts, PFAS treatment facilities and more.

Typical responsibilities include but are not limited to the following:

  • Develops proficiency in the use of the Company estimating systems and processes.
  • Recognizes, understands, and applies estimating terminology, measures, concepts, and principles for compiling all types of estimates.
  • Recognizes how various processes/project actions and assumptions may impact the estimate and quantify the impact.
  • Assists in analyzing and using estimates to predict key project issues.
  • Prepares and/or coordinates preparation of full project estimates. Provides complete conceptual and final estimating input.
  • Understands construction means, methods, and sequences-singe discipline.
  • Analyze alternative solutions and construction methods to increase bid competitiveness.
  • Participate in and/or lead means and method discussions, being the catalyst to drive creative thinking and innovative ideas that lead to an increased bid win-rate.
  • Responsible for performing all aspects of estimating understanding scope and contract requirements, constructability and sequencing insights, accurate and complete quantity takeoffs, market responsive pricing and vendor coordination, risk coordination and contingency planning, coordination and internal review, presentation and submission strategies and post-bid review and feedback loops.
  • Conducts work requiring independent evaluation, selection, adaptation and modification of standard estimating techniques, procedures, and criteria.
  • Develops wage rate build-ups.
  • Participate in and/or lead Design-build preconstruction services to ensure high quality, competitive estimates, and schedules.
  • Reviews proposal specifications, drawings, contracts, attend pre-bid meetings, etc. to determine scope of work and required contents of estimate.
  • Monitors client addendum and advises the estimating team on changes during the estimate period.
  • Develops detailed material take-offs for procurement of bulk materials.
  • Communicate with owners, subcontractors, public and private entities to ensure competitiveness.
  • Utilize existing cost history as a check to complete estimate.
  • Applies the various elements of Caliagua’s cost structure (overheads, G&A, insurance, etc.)
  • Prepares scope and bid package breakdowns for subcontract and vendor quotes.
  • Communicate estimate bid information to field operations at pre-construction meetings to ensure understanding of scope of job and critical means and methods of construction.
  • Prepares subcontract bid analysis for scope, cost, and price.
  • Prices all contract addendums as necessary.

Minimum Qualifications

  • Bachelor’s Degree in Civil or Mechanical Engineering, Construction Management, or Business Administration (or equivalent combination of education and field experience).
  • 5+ years of relevant construction experience, including at least:
  • 2 years of purchasing management or procurement experience, and
  • 2 years of hands-on or field experience in a construction trade (civil, mechanical, or utility).
  • Working knowledge of public works bidding and contracting (plans, specs, addenda, bonding, insurance, prevailing wage).
  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook).
  • Familiarity with Sage Estimating and cost management systems.
  • Ability to read and interpret technical drawings and specifications accurately.
  • Strong attention to detail, quantitative analysis, and organizational skills.
  • Excellent verbal, written, and interpersonal communication abilities.
  • Demonstrated ability to prioritize multiple bids and deadlines in a fast-paced environment while working independently or as part of a team.

Preferred Qualifications

  • Prior heavy civil construction experience, particularly in water resources, pump stations, or treatment facilities.
  • Experience preparing hard-bid and conceptual estimates for public works projects.
  • Familiarity with concrete structure construction, rebar takeoffs, and mechanical/electrical integration typical of treatment plants.
  • Advanced knowledge of civil engineering and construction principles, including sequencing, equipment production rates, and crew composition.
  • Strong ability to analyze subcontractor and supplier proposals for accuracy and completeness.
  • Experience using Sage 100 Contractor or Sage Estimating for bid development, cost coding, and budget tracking.
  • Proven problem-solving and cost-analysis skills, with a focus on accuracy and constructability.
  • Highly organized and adaptable, able to manage tight bid schedules and shifting priorities.
  • Well-developed technical writing skills for bid narratives, clarifications, and preconstruction proposals.
  • This position does not include sponsorship for United States work authorization.

    The salary range for this position is between $95,000.00 – 120,000.00 per year depending on experience and/or education.

Diesel Mechanic

The Part-Time Diesel Mechanic will be responsible for inspecting, diagnosing, maintaining, and repairing a variety of heavy-duty vehicles and equipment. This position involves routine and advanced mechanical work, including welding and fabrication, as well as compliance with safety and operational standards.

Inspection & Diagnosis

  • Conduct thorough inspections of cranes, trucks, and other heavy equipment.
  • Diagnose mechanical and electrical issues using diagnostic tools and manuals.
  • Perform hydraulic and air line inspections.

Repair & Maintenance

  • Conduct tune-ups, brake replacements, and adjustments.
  • Perform oil changes, tire rotations, and fluid level checks.
  • Repair and maintain electrical systems.
  • Execute minor body repairs.
  • Install and fit new vehicle accessories and parts.

Welding & Fabrication

  • Perform welding and fabrication work as needed for vehicle repairs or modifications.

Technical & Recordkeeping

  • Read and interpret technical manuals, wiring diagrams, and safety protocols.

Safety & Compliance

Required Qualifications

  • High school diploma or GED; vocational or technical training in diesel technology preferred.
  • Commercial Driver’s License (Class B) with air brake endorsement.
  • Minimum 3 years of experience as a diesel mechanic working with heavy-duty vehicles.
  • Skilled in mechanical, hydraulic, and electrical systems diagnosis and repair.
  • Proficiency in welding and minor fabrication.
  • Ability to read and interpret technical information.
  • Strong attention to safety and detail.

Preferred Qualifications

  • Certification in Diesel Mechanics or Heavy Equipment Repair.
  • Experience working on cranes and specialty construction equipment.
  • Familiarity with fleet maintenance software.
  • Working familiarity with Samsara fleet management software.

Physical Requirements

  • Ability to lift up to 75 pounds.
  • Work in various positions (standing, kneeling, lying under vehicles).
  • Tolerance for working outdoors and in shop environments.
  • $35/ hour, based on experience and qualifications.

Business Systems Analyst/ IT Analyst

The Entry-Level Business Systems Analyst / IT Analyst will assist in analyzing, optimizing, and supporting the company’s business processes, IT systems, and technology solutions. This role will collaborate with project teams, IT staff, and key stakeholders to enhance operational efficiency, improve data management, and support the company’s technology infrastructure.

Key Responsibilities:

Business Systems & Process Analysis:

  • Assist in analyzing current business processes and recommend technology-driven improvements.
  • Gather and document business requirements for software and IT solutions.
  • Work with teams to identify system inefficiencies and suggest improvements.
  • Assist in integrating new systems with existing software and workflows.

IT Support & System Administration:

  • Provide basic IT support for internal users, troubleshooting software and hardware issues.
  • Assist in managing ERP systems, project management tools, and other business applications used in the construction industry.

Project engineer / Project Controls

The Project Engineer will report to the Project Manager and will support estimating, and coordinating proposals. You will:

  • Share responsibilities with others in pre-construction.
  • Participate in construction, planning and execution.
  • Schedule and coordinate inspections.
  • Assist with planning & executing the startup, testing, and commissioning phases of the projects you are assigned to.

The Project Engineer will be someone who is organized and completes tasks in a timely manner. In addition, they will need to be motivated by success and willing to go above and beyond what is expected.

  • Preliminary Estimating, compile bids and generate proposals
  • Assist with developing construction schedules on Primavera P6
  • Maintain schedules through updates, revisions and distribution
  • Pre-construction review (receive and review/evaluate supplier &
    subcontractor quotations)
  • Experienced with thorough reviews and comprehension of project
    documents and requirements to support the procurement process.
  • Define, document and tabulate the procurements requirements of Materials,
    Equipment, and Subcontracts required for new and ongoing projects
  • Process Purchase Orders & Subcontracts: Prepare and assist with writing
    and executing purchase orders & subcontracts to fulfill the requirements of
    the project specifications & plans.
  • Own the submittal process: define, create & manage project submittals &
    logs (worksheets) to track the critical path required for approval of
    submittals and release of materials for manufacturing and fabrication.
  • Prepare & assist with monthly project progress billing, reporting, updating,
    and accounting.
  • Coordinate and schedule deliveries with vendors and subcontractors
  • Collect and review Vendors/Subcontractors invoices for accuracy and
    completeness.
  • Provide ongoing support to the superintendent with labor dispatch,
    scheduling and delivery of materials and equipment, and coordinate work of
    subcontractors.
  • Comprehensive understanding and use of “Raken”(utilized by Caliagua for
    daily production reporting, budgeting & performance).
  • Manage project closeout project record documents including operating and
    maintenance manuals, as-built records, warranties and others documents
    that may be required by the owner.
  • Maintain other required records needed by the client.
  • Assist the Project Manager on daily operations.

Project Manager

The Project Manager will support Estimating, Proposals, Pre-construction, construction, inspections, and turnover of successful projects. The Project Manager will be someone who is organized and completes tasks in a timely manner. In addition, they will need to be motivated by success and willing to go above and beyond what is expected.

  • Lead and manage all aspects of water and wastewater related projects from initial planning and preconstruction to final completion and handover.
  • Develop and implement a comprehensive project management plan, incorporating client requirements, lead and supervise project team with procurement requirements and schedules, project budget(s), safety protocols, and quality control and assurance standards.
  • Coordinate and oversee the work of internal teams, subcontractors, suppliers, and vendors to ensure seamless project execution.
  • Develop and supervise the primavera P6 WBS (work breakdown structure) for project and corresponding baseline schedule, supervise and maintain detailed project schedule, milestones, and critical paths, actively monitoring progress and identifying and mitigating potential delays. Lead project team with the required monthly updates, written narratives supporting schedule updates, and recovery schedules if required.
  • Manage project budget proactively, identifying and controlling costs, preparing and tracking estimates, and recommending necessary change orders.
  • Ensure smooth procurement and delivery of all required materials, equipment, and services at competitive prices and in accordance with specifications.
  • Conduct regular site visits to assess progress, verify quality, and address any safety concerns.

  • A minimum of seven years of experience in the construction industry, with at least five years specifically in heavy civil water and wastewater treatment projects including water distribution and transmission pipelines, sanitary sewer and stormwater collection systems, water, stormwater, and wastewater treatment systems, and water, stormwater, and wastewater pump plants.
  • Bachelor’s degree or higher from a highly ranked four-year college or university with course work supporting the education and skills necessary for a project manager in the heavy civil or water/wastewater works industry.
  • Certified Project Management Professional (PMP) certification a plus.
  • Proven track record of successfully delivering projects on time, within budget, and to quality standards.
  • Demonstrated understanding of water and wastewater related projects, equipment, and regulations.

    Site Safety Manager

    The Site Safety Manager is responsible for implementing and managing safety programs at active construction sites, ensuring full compliance with OSHA, Cal-OSHA, and local safety regulations. This position works closely with superintendents, project managers, subcontractors, and clients to maintain a safe and productive working environment. The ideal candidate is hands-on, detail-oriented, and capable of leading both proactive safety culture and regulatory compliance efforts across a variety of water infrastructure projects.

      • Compliance and Program Implementation
      •  Maintain current knowledge of OSHA, Cal-OSHA, and other applicable regulations.
      • Prepare and implement project-specific safety plans and protocols.
      • Develop and regularly update hazard analyses (e.g., JHA/JSA) tailored to scheduled work activities.
      • Maintain comprehensive safety records, including daily inspection logs, tailgate meeting sign-ins, incident reports, and training certifications.

      Jobsite Safety Oversight

      •  Conduct and document daily site safety inspections and walkthroughs.
      • Lead or oversee daily tailgate meetings and morning stretch-and-flex routines through a weekly rotation of active job sites, ensuring site supervisors and foremen are trained to facilitate these activities in the manager’s absence.
      • Monitor site compliance with PPE use, fall protection, trench safety, and other critical risk areas.
      • Maintain accurate site safety records, including inspection logs, near-miss reports, and corrective actions.

      Incident Management and Training

      • Respond to jobsite incidents in coordination with field leadership.
      • Lead or assist in incident investigations, root cause analysis, and implementation of corrective actions.
      • Develop and deliver safety training tailored to project needs, such as hazard communication, fall protection, and back safety.
      • Maintain all required training records and certifications.

      Environmental and Regulatory Duties

      • Serve as the Environmental Officer when required.
      • Ensure proper storage, handling, and disposal of materials in compliance with environmental regulations.
      • Maintain current safety reference materials and ensure their availability on site.

      Communication and Team Engagement

      • Attend jobsite meetings and contribute to planning discussions from a safety perspective.
      • Collaborate with project leadership to integrate safety into scheduling and work planning.
      • Promote a proactive culture of safety, engagement, and accountability among employees and subcontractors.
      • Lead and participate in internal Safety Committee meetings to advance organizational best practices.

    Required

    • Bachelor’s degree required; preferred majors include:
    1. Occupational Safety and Health, or Environmental Health & Safety
    2. Construction Management
    • At least 5 years of safety management experience in construction or infrastructure projects.
    • OSHA 30-Hour Construction Certification (must provide valid copy).
    • CPR, First Aid, and AED Certification preferred.
    • Must be able to pass a background check for work on certain public or institutional job sites.
    • Proficiency in Microsoft Office Suite (Outlook, Word, Excel, PowerPoint).

    Preferred

    • Experience with public works, water/wastewater infrastructure, or municipal construction projects.
    • CHST (Construction Health and Safety Technician) certification preferred; CSP (Certified Safety Professional) is a plus.
    • Spanish/English bilingual ability is a plus.

    • Willingness to work outdoors in various weather conditions.
    • Must be able to stand, walk, climb, and navigate active construction sites for extended periods.
