Scope of Work

Caliagua’s scope of work on Santa Ana water wells 27 and 28 includes installing treatment systems and appurtenant piping that connect treated water back into the city’s potable distribution network. Specifically, Caliagua is responsible to:
  • Perform trench excavation and engineered shoring for underground utility installations.
  • Construct reinforced concrete foundations, slabs, and equipment pads for treatment systems.
  • Procure and install precast vaults, pullboxes, and aluminum hatches for site access.
  • Install PFAS treatment infrastructure, including treatment vessels, bag filters, and a fiberglass sodium hypochlorite storage tank.
  • Integrate chemical feed skids and static mixers to ensure proper dosing and blending.
  • Furnish and commission vertical turbine pumps to provide conveyance capacity.
  • Install appurtenant piping, valves, tie-ins, and thrust restraints for system flexibility.
  • Provide miscellaneous metals (grating, racks, bollards, and supports) to ensure durability and accessibility.
  • Deliver complete process instrumentation, SCADA programming, and electrical integration for automated operations.
  • Comply with AIS/Buy America requirements, and implement stormwater, dust, and noise mitigation measures during construction.
  • Manage subcontractors, vendor procurement, and sequencing of long-lead equipment deliveries.
  • Coordinate closely with the City of Santa Ana and OCWD to minimize community impacts (traffic control, site access, noise/dust suppression).

Community Benefits

The project returns offline wells to service, restoring a reliable local supply by treating PFAS and conveying the water directly into Santa Ana’s distribution system. By treating “emerging contaminants,” the city strengthens compliance with evolving standards and maintains high-quality drinking water. The work advances regional public-health protection by reducing community exposure to PFAS in finished water. With water treatment sited at existing municipal locations, the facilities are designed to integrate with neighborhoods while limiting construction impacts.
