Scope of Work
Caliagua is serving as the General Contractor for the Whittier Narrows Water Reclamation Plant – Influent Pump Station Replacement Project, a major modernization effort for the Los Angeles County Sanitation Districts (LACSD). The project replaces an aging influent facility with a new, high-capacity pump station and a process air and control (PAC) building designed to improve operational reliability and increase treatment capacity during wet-weather events. The work includes construction of reinforced concrete wet wells, installation of new influent pumps and variable frequency drives (VFDs), odor control and ventilation systems, and full integration of mechanical, electrical, and SCADA control systems. As General Contractor, Caliagua is self-performing the civil, structural, and mechanical components of the work, including concrete foundations, excavation, underground piping, and process integration. A specialty subcontractor is supporting the project by constructing the reinforced concrete manholes that connect to the upgraded influent conveyance network. Caliagua oversees all coordination with LACSD engineers, subcontractors, and equipment suppliers to ensure quality, safety, and performance throughout the project’s delivery.

The Whittier Narrows project delivers essential infrastructure improvements that strengthen wastewater reliability and environmental protection for the Los Angeles region. By replacing and upgrading aging components, the project enhances the plant’s ability to handle higher wet-weather flows and maintain uninterrupted service during major storm events. The improvements also help reduce the risk of sewer overflows and untreated discharges, directly safeguarding the San Gabriel River and downstream communities. In addition, modern design and construction standards improve worker safety and minimize maintenance requirements, ensuring that public funds are invested in durable, efficient, and sustainable infrastructure. Through its contribution, Caliagua is helping Los Angeles County deliver a cleaner, more resilient wastewater system that supports regional water quality and public health for decades to come.
